Draft of the Act on creation of legal regulation and on the Collection of Laws of the Slovak Republic

On 24.04. 2015, the Ministry of Justice of the Slovak Republic submitted to the interdepartmental commentary procedure a draft of the act on the creation of legal regulation and on the Collection of Laws of the Slovak (“Draft of the Act on Legislation Process“).

Although the proposed Draft of the Act on Legislation Process does not affect the business environment directly, its indirect impact on the business environment and business rules is considerable, as the proposal in question regulates the rules of the legislative process that precedes the adoption of any legislation, and hence also those directly affecting business.

The Draft of the Act on Legislation Process is internally divided into two parts. The first part of the said draft defines the basic principles, rules and procedures in the drafting of legislation, and in the second part it stipulates details concerning the Collections of Laws of the Slovak Republic. The Draft of the Act on Legislation Process should also repeal the currently valid Act No. 1/1993 Coll. on Collection of Laws of the Slovak Republic, as amended and amend the Act No. 350/1996 Coll. on the Rules of Procedure of the National Council of the Slovak Republic, as amended. The Act is proposed to enter into effect from 01.01. 2016.

Together with the Draft of the Act on Legislation Process, the Ministry of Justice of the Slovak Republic, also launched a pilot operation of the new legal and information portal www.slov-lex.sk that also includes the electronic Collection of Laws (eZbierka) and the new information system for creation of legal regulation and monitoring of the legislative process (eLegislativa).
